City of Phoenix: ENERGIZE PHOENIX PROGRAM‏

The Phoenix Central Neighborhood Association members may benefit from a new program called Energize Phoenix. The Energize Phoenix Program is funded by a $25 million American Recovery and Reinvestment Act (ARRA) and U.S. Department of Energy grant received by the city of Phoenix in partnership with Arizona State University and Arizona Public Service.

The Energize Phoenix program offers incentives to pay for up to 100% of your energy saving projects for multi-family apartment complex owners, depending on the income qualifications of the tenants in the building(s). The Energize Phoenix Rental Program will provide conditional grant funding for energy efficiency projects that include items such as heating and cooling systems, lighting, duct leakage repair, air sealing, shade screens and solar water heaters. Energy efficiency upgrades may save up to 30% on monthly utility bills. These small changes equate to BIG savings! The Rental Program is currently available for property owners of multi-family apartment complexes located within the Energize Phoenix Corridor.

We are also excited to announce that the Residential Rebate Match component of the Energize Phoenix Program is now available! As a reminder, Energize Phoenix offers a range of incentives to help pay for energy saving projects for residential APS customers residing in owner-occupied single-family homes located within the Energize Phoenix Corridor, a 10-mile stretch along the light rail line. The Energize Phoenix Program leverages the APS Home Performance with ENERGY STAR® rebate program by providing a matching rebate (not to exceed 100% of the total project costs) for energy efficiency projects.

OTHER RESIDENTIAL ENERGIZE PHOENIX COMPONENTS

The 60/40 Program provides a conditional grant for 60 percent of eligible energy efficiency project costs and 40 percent provided by the homeowner, which may be obtained through Energize Phoenix financing. The 60/40 Program is available to homeowners that meet specific income requirements within the Energize Phoenix Corridor. The program will be available in the coming months. Water Rates

Many of you have been following the water rates proposal, and I would like to thank everyone for their input on this difficult issue. The council vote regarding the proposal has been postponed until later this month, which allows time for a complete review of the situation. In addition, I encouraged staff to reconvene the citizen oversight committee. They had their first meeting last week and will be discussing the topic again before the Council vote.

The Phoenix City Council will consider the water rates proposal at 3 pm Wednesday, February 23, at City Council Chambers, 200 W Jefferson St.

Alley Information

The Public Works Department is scheduled to present information on alley trash collection to the Housing & Neighborhoods Subcommittee on Wednesday, February 9th. The meeting will begin at 10:00 am and will be held on the 12th Floor of City Hall, located at 200 W Washington St. The information presented will specifically address costs and issues associated with alleys.

Comments Sought on NSP3 Substantial Amendment Draft‏

SUBSTANTIAL AMENDMENT TO THE 2010-2011 ANNUAL ACTION PLAN

The Wall Street Reform and Consumer Protection Act of 2010 (Dodd-Frank Act) authorized $970 million in federal funding to assist in the redevelopment of abandoned and foreclosed homes across the nation. The city of Phoenix was allocated $16 million of these funds, under the Act’s Neighborhood Stabilization Program 3 (NSP3). The city has prepared a draft plan that details the proposed use of these funds, called the Substantial Amendment to the 2010-2011 Annual Action Plan, and seeks comments on the plan. The plan can be accessed at:

A copy of the draft may also be reviewed at the Phoenix Neighborhood Services Department, 200 W. Washington St., 4th floor, Phoenix, AZ 85003.

Demolition project underway at St. Joseph's‏

Beginning on January 17, 2011, St. Joseph’s Hospital and Medical Center will begin the process of demolishing the old hotel structure that sits on our property at the corner of 7th Avenue and Earll.

This newsletter is for your information only. We anticipate the entire project from demolition to the finalization of the area to last from January to April 2011. We will be using the area as an additional parking venue and it will exist on the same footprint.

Information that may be of interest to you:

1) During the above timeframe, parking along the curb from 7th Avenue to 6th Avenue along Earll on the south side of the street will be closed.
2) The sidewalk in this same area will be closed to pedestrian traffic.
3) Increased construction traffic that will include dump trucks and other types of disposal equipment will be using the 7th Avenue entrance on Earll to access the property.
4) Work on the project will be confined generally from 7:00 am to 5:00 pm.
5) The entire area will be bordered by temporary fencing.
